the licenses don't have levels. you need to be a member of British Cycling. Bronze, Silver and Gold levels are available.............. the levels refer to the different levels of benefits. if you want to race the nationals or any races abroad you need a race license aswell. To get a license you need to be at least a silver member. The NPS is license holders only this year  its for people serious about racing, so if you're serious, buy a license!

To enter Rheola it will cost over £120 + transport and accommodation. This nearly adds upto £200, which for two days riding is ridiculous.
Welcome to the real world of racing... It's not ridiculous, its just how it is. If you do both days of the Dragon the month before you'll find the cost is similar as the entry is £55. Anyway the entry fee is what you're paying to ride. The other money is, as you say, for fuel and accommodation.... not riding - you could go for a little weekend holiday for the same fuel and accommodation cost, but you wouldn't moan about that would you, because that's just how much it costs. THere are many ways to make things cheaper = camp, lift share, etc etc.
