They snap really easily.

The reason your axle is stuck is because that bolt is still tight (cant work out if you already know that, sorry if you do). My usual way of removing rounded bolts is getting a sacrificial torx bit that is just bigger than the allen head and hammer it in, this usually gives you enough to get it free.

Those bolts really are not supposed to be that tight, they only need to stop the axle turning nothing more.

Have you tried using penetrating oil etc?

if putting oil etc. on it the only way is to drill it  Undecided

mate, wd40 isnt a pentrating lube is it.

its a water disperser.

use some PENTRATING LUBE FROM HALFORDS its like 2 quid a can and it isnt going to do nothing like wd40

Belt a flat blade screwdriver in the allen hole in the screw-in end, use an adjustable spanner to turn it if the screwdriver has a square shank, failing that take your forks off and put the screwdriver in a vice....

GT85 would be best if its stuck - when was the last time the wheel was out??

As a last resort you could cut along the bolt with a saw and use a mahoosive screwdriver to unscrew it
That should work
