Rear Hub locking up

when i tighten the cones on my hub, my freehub will lock up with my wheel. now i used to think this was my freehub, but its not.

its a specizlized hub which came stock on my demo.

now, the cone, has a slight lip, which means that will touch the inner part of the bearings. on the other side, i have a spacer, which goes onto my axle and then goes inbetween my freehub and the axle. i think that this spacer should then touch the inner part of the bearings on that side, but... the spacer isnt long enough and doesnt stick out from the freehub. so that when my cones are tightened, it makes my freehub touch inner and outer of the bearing. (and this is like tightening with one finger.)

pictures might help explain more, but is this the problem? and if so is all i need to get is get either a replacment spacer, or bodge and stick another real small spacer in to make it stick out.

by the way i can take my freehub off without needing to take the cassette off
