I'd use screw extractors, but only because i've already got some. And unless i had a load of Torx keys i wouldn't go whacking one into a rounded bolt either. I'd go for the hacksaw route if you can get in there without scuffing your bars, or an allen key and put a lot of downward pressure on it (if you've rounded it off because you weren't putting enough pressure on it the botton of the hex might be OK enough to get some grip).
anyone remember those free mbuk bar ends that came free with the mag about 2 years ago? tried to get those off today and the bolts had rounded, ended up having to hacksaw both the odi lock on clamps and these mbuk bar ends, took me 10mins max for both while they were still on the handlebars, its not hard if you get into a rythm

You could probably do with a sharper hacksaw blade, it should just eat through those bolts in seconds!
Like you say though, its not difficult to cut through and slide 'em off.
And check the blades in the right way round too, teeth should point forwards, makes life a lot easier although it is fun watching people curse that it's taking so long
