It's called selective colouring. A few ways of doing it.

Basically its a post processing technique. Involving desaturating a coloured image whilst leaving areas of colour.

Personally, i create a new layer, which is a copy of the original, desaturate it, then use the eraser tool to erase parts of the desturated layer. Which shows the colour one underneath Smiley

peice of piss.

adobe photoshop.

open your image
create a new layer ontop
change the layer properties to colour
fill that new layer black or white... or any funky colour your feeling
now your image will all be that colour
so get your select tool and cut out areas you want to keep there colour and eraze it from the colour layer so the colour comes threw.
