Best thing for a cheap filiming camera is to look at the stills cameras 'cause they also do movies, I recommend the coolpix 3200 by Nikon. Its small light and produces reasonable quality films.

Yeah I got a decent camera from Londo Camera Exchange a couple of years ago. It was about 2 years old then but in its day was quite high up the range. LCE have shops all over the place. They did a 6 month warranty on the one I bought as well, even though it was previously used. Definately worth a look.

definetly go second hand. Makes i would personally reccommend include Sony and Canon. Personally i'd go with sony as they always seem to have superior build quality and the carl zeiss lenses are brilliant (in comparison to other canon models in the similar price range
